DALLAS- The 83rd Annual Banquet of the Dallas Black Chamber of Commerce will be held Friday, Oct. 16, 2009 at the Dallas Convention Center, Ballroom “A,” 650 South Griffin St.  The event will feature a special historical presentation of the DBCC/Thomas L.
