African-American News&Issues, established in 1996 and targeting
African-American, readers is one of the fastest growing and largest
African-American owned newspapers in the United States.

African-American News&Issues is the widest weekly circulated Black
newspaper in Texas with a controlled circulation distributed every
Wednesday.
The paper is delivered to more than 100,000 homes and is available at

THE HOUSING AUTHORITY OF THE
CITY OF AUSTIN RANKED NO. 1 LARGE HOUSING AGENCY IN THE STATE, NO. 2 IN THE
NATION
HUD assessment programs award HACA high scores
for both its Public Housing and Housing Choice Voucher programs.
WHAT: The Housing Authority of the City of Austin has once again proven to
be one of the top housing agencies in the country. The U.S. Department of
Housing and Urban Deve-l opment recently awarded HACA a Public Housing
Assessment System score of 97 and a Section 8 Management Assessment Progr-
am score of 104 percent for 2004. These "High Performer" scores place the
agency in the No. 1 spot among other large housing authorities in the state
and as one of the three in the No. 2 spot in the United States.
HACA has come a long way since receiving a failing inspection grade in 1996,
being sited as a low performer and troubled agency.
"It is extremely commendable that the staff and Board of Commissioners has
had rapid success in the last several years turning an agency that was once
rated dysfunctional into what is now an exceptional organization," HACA
Chairman Henry Flores said.
The PHAS assessment measures HACA in terms of the physical condition of all
19 properties, its financial and management aspects, as well as a Public
Housing resident survey. Evaluating the Housing Choice Voucher program, the
SEMAP looks at several different factors, including reasonable rent,
expa-nding housing opportunities and family self-sufficiency.
HACA's high scores will allow for both recognition of superior management
and for the agency to be more competitive in seeking grant funding.
