Is Neighborhood Policing a myth?



 For sure, Clarence O’Neal Bradford, the second African American police chief to lead the Houston Police Department, gave it his best shot, in an effort not only to restore the concept, but raise Neighborhood Oriented Policing to another level, when he succeeded HPD chief Sam Nuchia, an unabashed proponent of zero tolerance law enforcement.
